Anna is the executive director of AlignCare Health Inc, which focuses on the intersection of human and pet health and the role of pets as a Social Determinant of Health (SDoH) in human health. As the director of AlignCare Health, Anna is dedicated to addressing pet health equity and access to veterinary care to improve human health outcomes.
Anna Stout was elected to the Grand Junction City Council in 2019 for District C. She served as Mayor from 2022-2024 and Mayor Pro Tem from 2021-2022. Her term ends in January 2028.
Anna owns Luminary Strategy, a nonprofit and local government consulting firm that specializes in strategic planning, strategic communications, resilient funding strategies, and executive leadership support, and Transfinem Language and Cultural Services, which provides certified Spanish interpreting, translation, and transcription services. She served as the CEO of the Roice-Hurst Humane Society from 2015-2024 and has over 20 years of nonprofit and business experience.
Anna is the founder and president of the Foundation for Cultural Exchange, a local nonprofit founded in 2004 to facilitate Grand Junction's official sister city relationship in El Espino, El Salvador. She also organizes annual citizen exchange delegations to the country and previously led annual spay/neuter brigades aimed at improving animal, human, environmental, and community health in the sister city community.
Anna is a Certified Animal Welfare Administrator (CAWA), one of just over 200 people worldwide to hold that distinction. Anna is also a Certified Court Interpreter and ATA Certified Translator from Spanish to English. She has worked extensively within the legal, business, and medical fields and with Spanish-speaking populations throughout the state, including as an upper-division Spanish instructor at Colorado Mesa University and as an interpreter trainer throughout the Western Slope.
Anna has a Master's degree in Global Affairs with an emphasis on Organizational Leadership from the University of Denver and a Bachelor's in Spanish Literature and Language and Applied Professional Spanish with a minor in International Relations from Colorado Mesa University. Additionally, she holds certificates in organizational leadership and executive fundraising.
Anna has served on many boards and commissions in Grand Junction and throughout the state. In addition to chairing the Foundation for Cultural Exchange, she currently sits on the boards of CiviCO, Rocky Mountain Public Media, Courageous Colorado, the Colorado State Board of Veterinary Medicine, the Colorado Municipal League Executive Board, and she is the chair of the Colorado Geographic Naming Advisory Board, to which she was appointed by the governor in 2023. Anna serves as the Council liaison to the Colorado Municipal League, including to its Policy Committee.
