Stuart L. Williams is a seasoned infrastructure and development executive whose career has significantly shaped the built environment of Denver and the broader Front Range. With over four decades of experience in civil engineering, project delivery, and public infrastructure leadership, Stu has been instrumental in driving transformative projects that enhance Colorado’s urban landscape and economic vitality.
Currently serving as Senior Vice President at Matrix Design Group, a multidisciplinary consulting firm headquartered in Denver, Stu provides strategic oversight on complex infrastructure initiatives and contributes to the firm’s corporate leadership and growth. His expertise spans transportation, aviation, civic facilities, and private development, making him a key asset in Matrix’s mission to deliver integrated solutions across the public and private sectors.
Prior to rejoining Matrix, Stu held a pivotal role at Denver International Airport (DEN) as Senior Vice President for Special Projects. During his tenure, he led several high-profile initiatives, including the $2 billion Concourse Expansion Program, the $700 million Hotel and Transit Center, and the redevelopment of the Great Hall Terminal. These projects not only modernized DEN’s infrastructure but also enhanced passenger experience and operational efficiency, reinforcing the airport’s status as a major economic engine for the state.
Stu’s public sector leadership extends to his time as Director of Engineering for the City and County of Denver. In this capacity, he oversaw significant capital projects, including the Denver Justice Center and the implementation of the Better Denver Bond Program. His work in this role was marked by a commitment to enhancing civic infrastructure and optimizing city services, demonstrating his ability to manage large-scale projects that meet the evolving needs of the community.
A third-generation Colorado native, Stu holds a Bachelor of Science in Civil Engineering from Colorado State University.
