Armin Amrolia
Deputy City Manager | City of Vancouver
Armin Amrolia is the Deputy City Manager for the City of Vancouver, where she leads key portfolios including Real Estate, Environment, and Facilities Management (REFM). Her work spans the city’s real estate assets, civic facility development, zero waste initiatives, and building operations. Armin also oversees the newly created Vancouver Housing Development Office (VHDO), which advances middle-income housing and supports the development of supportive, affordable, and social housing in partnership with provincial and federal governments. She works closely with the Indigenous Relations group to implement UNDRIP and strengthen relationships with the Musqueam Indian Band, Squamish Nation, and Tsleil-Waututh Nation.
Before joining the City in 2021, Armin spent 32 years at BC Housing, where she served as Associate Vice President of Development Strategies. There, she led the delivery of 28,000 homes for seniors, families, Indigenous communities, women fleeing violence, and other equity-denied groups—averaging 3,500 new homes annually across more than 65 communities. She was instrumental in initiatives such as the HousingHub and public housing redevelopment projects. A recipient of multiple leadership awards, Armin holds a degree in Political Science from Simon Fraser University.
