José Ruiz Blanco serves as General Manager of Tocumen International Airport, Panama’s primary international gateway and one of Latin America’s leading aviation hubs. In this role, he oversees the airport’s strategic, operational, and financial direction, guiding its continued growth as the “Hub of the Americas” and a critical connector between North, Central, and South America, as well as Europe.

Ruiz Blanco brings a diverse professional background spanning diplomacy, private enterprise, and corporate leadership. Prior to joining Tocumen, he served as Panama’s Ambassador to Singapore, where he strengthened bilateral relations and gained valuable international experience. He has also been active in the private sector as the founder of a transportation and technology company and as an investor in logistics, healthcare, and nonprofit ventures. Earlier in his career, he held commercial leadership roles at Grupo Harari, including purchasing, sales, and brand management positions.

Since taking the helm at Tocumen, Ruiz Blanco has focused on advancing major infrastructure and modernization initiatives, including the development and operationalization of Terminal 2, significantly expanding capacity and enhancing the passenger experience. His leadership emphasizes innovation, operational efficiency, and long-term growth, positioning the airport to meet rising demand while maintaining global standards.

Known for bridging public- and private-sector perspectives, Ruiz Blanco works closely with government agencies, airline partners, and international stakeholders to strengthen Tocumen’s role as a premier aviation hub and a driver of economic development in Panama.
