Jim Starling, PE has more than 25 years of experience leading large, complex transportation and infrastructure programs across aviation and transit systems. He is Executive Vice President and Chief Construction and Infrastructure Officer at Denver International Airport (DEN), where he oversees planning, design, and delivery of a global‑scale capital portfolio at one of the world’s busiest airports.
At DEN, Jim leads the implementation of the airport’s Capital Improvement Program, including the Great Hall Project, and critical access improvements to Peña Boulevard—investments central to DEN’s Vision 100 strategy to support future growth and global connectivity.
Prior to joining DEN, Jim served as Construction Program Manager for the Mid‑Coast Corridor Program in San Diego, an 11‑mile, $2.2 billion light‑rail extension delivered on time and within budget. He previously spent 17 years with the Regional Transportation District, where he played a key role in expanding the region’s rail network.
Jim holds a Bachelor of Science in Civil Engineering from Colorado State University, is a licensed Professional Engineer in Colorado, and is a Certified Member of the American Association of Airport Executives.
