Executive Director
Anna Stout is a cross-sector systems leader working at the intersection of public health, veterinary medicine, and community systems and serves as the inaugural Executive Director of AlignCare Health. A former Mayor of Grand Junction, Colorado (2022–2024) and current City Councilmember, she brings more than two decades of leadership spanning nonprofit innovation, public governance, and cross-sector systems change.
At AlignCare Health, Stout leads state and national efforts to advance the Human-Animal Bond as a Social Determinant of Health, developing policy and partnership frameworks that improve health equity and expand access to veterinary care while recognizing pets as a critical influence on human health outcomes and quality of life.
Previously, she served as CEO of the Roice-Hurst Humane Society, where she led its transformation into a nationally recognized model for integrating animal welfare and community health and built a multiple-award-winning culture of staff support and well-being.
Stout is also the founder and president of the Foundation for Cultural Exchange, established in 2004 to create Grand Junction’s sister city relationship with El Espino, El Salvador. Through the organization she leads annual cultural exchange delegations, oversees a youth scholarship program, and has organized spay-neuter and community health initiatives in the sister city community.
She also founded Luminary Strategy, a boutique strategic advisory practice supporting leaders navigating complex systems and public accountability, and Transfinem Language and Cultural Services, through which she works professionally as a certified Spanish interpreter, translator, and cross-cultural communicator.
Stout is a Certified Animal Welfare Administrator, a distinction held by only a few hundred professionals worldwide, along with being a Certified Spanish Court Interpreter and ATA-certified Spanish-to-English translator. She holds a Master’s degree in Global Affairs with an emphasis in Organizational Leadership from the University of Denver and serves on several state and civic boards, including gubernatorial appointments to the Colorado Geographic Naming Advisory Board, where she serves as Chair, and the Colorado Board of Veterinary Medicine.
